There is no content in the US claims to Russia under the Treaty on Medium and Shorter Range Missiles, Washington continues to present fake partners to partners, accusing Moscow of new treaty violations, Russian Deputy Foreign Minister Sergei Ryabkov told RIA Novosti.
‘All that we hear is nothing more than a propaganda framing of the destructive US line, no more than an attempt to cover an empty position with sweet icing that does not contain substantive work with us. This is all fed to US colleagues in NATO as a last resort’ – said Ryabkov, commenting on the new US statements on the INF Treaty and claims to Russia for non-compliance with the agreement that sounded the day before.
According to Ryabkov, the Russian side consistently exposes such approaches and methods of Washington.
‘We will continue to emphasize that this icing sugar powder doesn’t cost anything: there is no test, content or substance at all. This is all fake. These are illusionists in the field of arms control policies who are trying to mislead NATO allies and the international community as a whole ‘, – stated the Deputy Minister of Foreign Affairs of the Russian Federation.
Ryabkov: The United States has not provided the facts as to why the 9M729 rocket violates the INF Treaty
The US has still not given Moscow an explanation as to why they believe that the 9M729 missile system violates the INF Treaty, Russian Deputy Foreign Minister Sergei Ryabkov told RIA Novosti.
‘We are fulfilling the contract in full, without exemption, without exceptions, without deviating from the requirements, our 9M729 system has never been tested for a range prohibited by the contract. We see no other reasons why the United States would have made us complain about the contract, specifically, under this system, the US was unable to provide us with specific and concrete information about the reason for which they concluded that this missile does not meet the requirements of the treaty, ‘said Ryabkov.
Andrea Thompson, US Undersecretary of State for Arms Control and International Security, said yesterday that the United States would suspend its obligations under the INF Treaty in February, unless the Russian Federation provides evidence of its implementation. According to her, at the meeting in Geneva on the INF Treaty, the American side explained to the Deputy Foreign Minister of the Russian Federation Sergey Ryabkov what specific actions Russia should take to comply with the contract. According to her, we are talking about the verifiable destruction of the missile, to which the US has claims. As Kay Bailey Hutchison, US Permanent Representative to NATO, said in her turn, after the suspension of the United States ’INF Treaty, the Russian Federation will have half a year left to prove the fulfillment of the treaty until Washington’s full withdrawal.
US Secretary of State Mike Pompeo, December 4, 2018, said that Russia has two months to “return to implementation” of the INF. He added that if this does not happen, Washington will suspend obligations under the treaty. Thompson stated that the US is calling on Russia to abandon the 9M729 (SSC-8) missile or modify the system so that its range, as stated in Washington, does not violate the provisions of the INF.
As Ryabkov reported, Russia at the last meeting on the INF Treaty in Geneva declared the United States that it was ready to go for transparency regarding the 9M729 missile, but in response, Washington should take into account the concerns of the Russian Federation. According to Ryabkov, Moscow would be ready to go to this transparency only if the United States was openly open to alleviating Russia’s concerns. He added that this concerns the use of target rockets, the resolution of the problem of drone drone-gunners and the situation with the possible use of universal launchers MK41 on land in Europe for launching not only interceptor missiles, but also cruise missiles.
The Deputy Minister stressed that the United States was not ready for specific conversations on these topics and sought to discuss only the situation with the 9M729 missile.
Secretary of the Russian Security Council Nikolai Patrushev said that the range of the 9M729 missile, due to which the United States accused Russia of violating the INF Treaty, did not exceed 476 kilometers with an allowable 500.
In recent years, Moscow and Washington have regularly accused each other of violating the INF Treaty. Russia has repeatedly stated that it strictly complies with its obligations under the contract. Russian Foreign Minister Sergei Lavrov noted that Moscow has very serious questions to the United States about the implementation of the treaty by the Americans themselves. According to him, the US accusations of violation of the INF Treaty by Moscow are unsubstantiated, the 9M729 missile was tested at the range permitted by the agreement.
